Is my video card dead?

Hello dudes.
 
My pc is restarting constantly when trying to go into windows, and I have some weird screen effects.

    There is no information to help troubleshooting issue from you. Please include your system specs to include make and model of PSU and what video card you are using. Moving this thread to general hardware until more info is available.

    It's a long story, but I am waiting for a 30 series video card, and I made my 1st PC build (15years of gaming laptops). So because I am impatient I wanted to try my new system, so I bought a cheap video card - Nvidia Quatro k600 just to install windows. 
     
    My specs:
    AMD Ryzen 7 3700X - 3.6 GHz - 8-core - 16 threads - 32 M 
    TUF GAMING X570-P ASUS TUF GAMING X570-PLUS (WI-FI)
     PNY Anarchy X - DDR4 - kit - 16 GB: 2 x 8 GB - DIMM 288- 
    X24c Gaming Monitor - LCD monitor - curved - 23.6" - 1 
    BARRACUDA 510 NVME SSD 1TB M.2 PCIE GEN4 3D TL 
    DP501 GAMING PC CHASSIS 
    MMNE700G ZEN EC 80+ GOLD PSU 700 WATTS 80 PLUS G

    Go into your BIOs and see if there is a legacy mode for your 7 year old video card.

    Go into your BIOs and see if there is a legacy mode for your 7 year old video card. 


    I will try, but when I got it first, it worked perfectly. And the screen still has weird patterns when you zoom in. Monitor works perfect, as I tested it on my laptop.

    Do the blue bars occur on both dp and dvi outputs? Have you tried disabling windows fast startup?

    Thanks for the answer. Nop, I will try it now. But when I 1st install a card, everything worked fine for a few hours. I don't have dvi cable or monitor to support it, also I tried motherboard second pci-e slot, still same thing.

    I think video cards is dead, or trying to be dead.

    When you tested the monitor with your laptop you used the same dp cable?

    If you can’t get into windows normally use safe mode to disable it.

     Its all nice and stuff, but tutorial is useless when I cant get to windows. I managed only to get to advanced menu, and I tried everything there, even to format my ssd.
     
    I am able to get to bios menu tho. also weird artifacts on screen (I attached pic of that)

    Looks like the card is faulty as artifacts in the bios point to a faulty video card.
