Is my 2080 Super underperforming?

It seems I am not getting the performance I should be getting with my GPU. Monitoring in game frequency the card will sit at 1000mhz clock speed at times. My fps in games will drop drastically for no reason. I will only see 0-20% gpu utilization in games. I have tried adjusting in game settings as well as downloading latest drivers, changing nvidia control pannel settings, changing power preferences, fresh install of windows, and even re seating the gpu. All components in my system run at stock speeds  and are new within the last month. I have two separate pcie power cords connected to the gpu using an EVGA 750 80+ Gold unit I purchased new from EVGA the same time I purchased the gpu. I have searched the internet seeking fixes but have yet to find any luck. I have even ran userbenchmark to compare to other 2080 supers and the program said missing gpu. This is a B stock product and I am concerned this is the reason it was sent back in the first place.

    Download and run 3Dmark and tell us your score. Total score and graphics score and CPU score. Kinda hard to troubleshoot without having of point of reference.

    Be advised that you'll need to shut down any GPU software such as EVGA Precision or MSI Afterburner before running UserBenchmark or you'll get an invalid GPU score..You'll also get invalid scores if you have any Ram Cache software enabled..Just sayin' about that part.
