Hello, guys.
I am using EVGA GeForce RTX 2080 Ti FTW3 GAMING, 11G-P4-2483-KR, 11GB GDDR6, iCX2 & RGB LED.
I found that the temp. of the MEM2 and MEM3 was much higher than others while playing games.
I want to know if it is normal situation for that MEM2 and MEM3?
I checked that the MEMs are Micron memory.

RAM3 is normally the hottest RAM. Neither one is anywhere close to their thermal limits. I wouldn't worry about it.

Yeah I agree that looks normal.  For instance under full load on my FTW3 Ultra Hybrid card RAM 3 gets to 68 normally RAM 2 is lower around 62, GPU1 only hits 55 and GPU2 in the low 60s.

Those temps are OK in my personal opinion. Keep in mind also that the temps on the modules will vary upon how much actually memory is being used by the game and/or application.
