I have a wall watt reader and was surprised at full load, with no OC, the system draws about 1100W. Is that too much to sustain on a 1300 SuperNova? That puts it at 85%.

That sounds about right for a system with 2 2080 Tis and a 32 core Threadripper 3970X. As for the PSU it should be fine, if it's pulling 1100 watts from the wall under load and taking into consideration for PSUs gold efficiency rating at the baseline minimum 87% that means your system is drawing 957 watts which is fine for a 1300w rated PSU. You still have about 350 watts of headroom on your PSU.
What the system is pulling from the wall doesn't mean that's what your PSU is putting out. You have to remember its efficiency rating, and this is a rating of how effectively that particular PSU is at converting the AC current from your wall to the DC current that your PC needs.
