I have a wall watt reader and was surprised at full load, with no OC, the system draws about 1100W. Is that too much to sustain on a 1300 SuperNova? That puts it at 85%.

If your not over clocking your computer and video card, then yes something is very wrong!
I have a EVGA RTX 2080 Ti Ultra and an EVGA X299 motherboard with an Intel 7900X (10 core) cpu over clocked as much as possible and
still only pulled less than 650 watts while runing SETI at HOME (very intensive app for gpu and cpu), so ya you have a problem!!!!
My PSU is a EVGA 1000 G+.
 
My other computer is running FOLDING at HOME and my RTX KINGPIN and EVGA X299 DARK (10 core cpu) pulls less than 600 watts.
The PSU for that computer is an EVGA 1600 T2.

That sounds about right for a system with 2 2080 Tis and a 32 core Threadripper 3970X. As for the PSU it should be fine, if it's pulling 1100 watts from the wall under load and taking into consideration for PSUs gold efficiency rating at the baseline minimum 87% that means your system is drawing 957 watts which is fine for a 1300w rated PSU. You still have about 350 watts of headroom on your PSU. 
 
What the system is pulling from the wall doesn't mean that's what your PSU is putting out. You have to remember its efficiency rating, and this is a rating of how effectively that particular PSU is at converting the AC current from your wall to the DC current that your PC needs.

What are your system specs.
I did not consider you using a power bar.
My bad.
And like CraptacularOne asked what else are you running off that power bar.

@jfw06013 - I should have been more clear about what my system was! I refer to her as bertha since she is a beefy build. I went a little deeper and found my fan draw alone can pull almost 70w. 2x140 case, 8x140 EK high static and then jamming the card fans to 100 on afterburner.

@CraptacularOne Thanks, that is exactly what I was looking to know. I did not understand you could factor in the rating for wall draw to estimate psu load! I feel much better about letting her rip now!

When you say power bar, do you mean just my surge/power strip? If that is what you mean, I have the watt meter situated on just on the power supply's plug connection to the strip. So there should not be any other draw sources factored in.
 
Also your rig sounds awesome, I am jelly "RTX KINGPIN - EVGA X299 DARK - EVGA 1600 T2 " . What is folding by the way?
