Installed 680 4GB. Getting 30fps in Far Cry 3

Hi, I decided to move over to NVIDIA so I got the 680 4GB. My previous card was a Radeon 6990. With the 6990 I was able to get 60fps but now with the 680 I'm basically locked in at 30fps. In the menu's I'm locked at 60. I've turned the graphics to Low and still no improvement. I've uninstalled Precision, clicked NO, rebooted, re-installed Precision and I'm still having the same problems. Currently running the latest 310.70 driver. I haven't played with any of Precisions settings. The only options changed in NVIDIA Control Panel were the Multi-Display/mixed-GPU acceleration (now set to single display) and Power Management (now set to Prefer Maximum Performance).
 
Any idea's?

    my best guess is vsync is on in nvidia control panel and set to half of refresh rate.

    Nah that's set to Use 3D Application Settings. Anyway, I got it to 60fps. I dropped the AA from 8x to 2x and it's been at 60 no problem. The benchmarks I've seen put the 680 6990 almost dead even on a lot of tests but I guess that extra GPU in the 6990 allowed me to do 8x? IDK, brain is fried, late night.

    Shucks. If only MicoCenter had a 690 I would have gotten it no problem.

    You could always get a second 680

    I have a evga gtx 960 4 gb and I am always in about 30 fps in ultra. I would like to have about 60 fps but I can´t find the way.
     
    I´ve tried all different configurations and always the same fps. Only about 40 when I am in low.
     
    I think it´s because I have a old cpu a Pentium4 E5550 dual core 2,8 ghz, do you think this can be the reason?
