If you adjusted the voltage and are back to stable thats all you should need.

You will see how I use Override with an CPU Voltage Target as shown in my images.
Each CPU and Memory will be different as far as the vCore.
Also make sure your BCLK is set to 100, some XMP Profiles change this to 125 so if this happens set your memory to Auto for now and later set it per your OEM settings.

Have you updated to the latest BIOS?  If not, you must do this or a micro code incompatibility with Windows 10 will disable overclocking.

No, if you're running the latest updated version of Windows 1809, you do not need to remove any updates as long as you have the latest BIOS. Secondarily, if you already knew this, why are you having issues?

This is why I am here, why does cpu z report only 4,0 with x40 multiplier when bios has 4,4ghz settings?

Have you updated to the latest BIOS and version of Windows 10?
If you're desiring to stay on an earlier version of Windows, you can take ownership of and either rename or delete mcupdate_GenuineIntel.dll in the Windows System32 folder. This will restore overclocking until you either update again or perform a system command such as running system file checker (SFC /scannow for example).
