I want a 3080 but ya know...not a great time to buy. EVGA step up is obviously fantastic but I want to make sure even though I've read the rules 10 times. 
This is the card I am thinking about getting. I just need something to hold me over as I make the switch to PC gaming. Will I be able to step up using this card (verified the KR at end of product code).

    And so if I buy it today, register it ASAP and then apply for the program within 90 days, it doesn't matter if my spot doesn't come through for say 4 months, as long as I'm in line within 90 days? Does anyone know what sort of wait time I might expect for a 3080?

    Once you're in the queue, you are guaranteed a card no matter how long the wait. As far as how long the wait is, no idea - it's based on how many people are in front of you and how much stock EVGA can give out with each incoming shipment to the step up queue.
