Hybrid Kit radiator fan voltage problem

Hi , i have a problem on my hybrid kit. The problem is that any  fan is connected to the radiator fan header it doesn't spin and I have checked with a tester the voltage and there are about 9.5 volts but, measuring on the fan I see it only 2.5 volts. What can be the cause and can i start  the advanced rma?

    let me make sure i understand correctly. you measured the fan headers voltage its self correct? but how are you measuring the voltage on the fan? it does sound like a faulty fan if the header is putting out power but the fan is not spinning. you could test the fan on a motherboard headers and see if its just the fan. On a side not if you want to do any rma with evga you need to start a support ticket on the item in question. then after that and they ok it you will have the option of standard rma standard cross ship rma or a (advance cross ship rma but this last option only applies if you buy the ear protection with in 30 days after purchase. sometimes with shipping cost the ear protection isn't to bad of a purchase. with a standard cross ship rma you will have to give evga collteral that they will later refund after they receive your item but on both the standard rma's you are responsible for shipping

    I tried the fan on the motherboard and all works... i dont know why they receive only 2.5 volts by the hybrid kit.
    For measuring the voltage fan i destroyes an old 120mm enermax fan (same specs as the included evga fan) and i measure the contact on the small pcb on the fan
