This. In fact, I generally recommend people turn it off and leave it off. It can cause all sorts of issues with hardware. What sucks is that it seems to re-enable itself after every major Windows 10 update...

What you can do to stop "fast Startup" from re-enabling itself after a major update is disable Hibernation. Bring up a command prompt as admin and type "powercfg.exe /hibernate off" without the quotes. This will remove the fast startup option altogether.
If you do a fresh clean OS install, of course that option will be there and enabled again. If you want to re-enable hibernation or fast startup, change the "off" to "on" with the command prompt again.

I would do this, but in the summer we get such bad storms that I rely on Hybrid Sleep when I'm not around to shut my computer down in case of a power outage. I shouldn't be forced to buy a UPS either to workaround Microsoft's shenanigans. Just remember my damn settings.

Not the solution for everyone...This is for FastS4 system state (Hybrid sleep). HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Power\PowerSettings\238C9FA8-0AAD-41ED-83F4-97BE242C8F20\94AC6D29-73CE-41A6-809F-6363BA21B47E For those not comfortable or familiar using the registry editor, I recommend doing a backup first.

You can locate the registry string/setting for "Fast Startup" here >
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Power\PowerSettings\238C9FA8-0AAD-41ED-83F4-97BE242C8F20\94AC6D29-73CE-41A6-809F-6363BA21B47E
The default value is not set because you have the option to enable/disable. "0" is disabled, "1" is enabled. Change the default value to "0" and you should be good to go. Right click on (Default) and select "Modify". Then enter "0" in the "Value data" field.
For those not comfortable or familiar using the registry editor, I recommend doing a backup first.
94AC6D29-73CE-41A6-809F-6363BA21B47E refers to the Hybrid Sleep option in Power Options in the advanced power plan settings, so this key isn't even correct. Open command prompt and run 'powercfg /query' and you will find this ID listed in the output. Please don't share incorrect info like this. Disabling Hybrid Sleep is NOT the solution as many people rely on this feature in the event a power outage occurs while the computer is asleep. You want to use this: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Power Then set HiberbootEnabled to 0

You're right Mike, thanks for pointing this out. I looked again, and it is for FastS4 state, not Fast startup. I edited my post above. Then I checked the registry key that you posted. Looks to me like it's the actual enable/disable setting that is found in the Windows power options already. If Fast startup is disabled in power options, Hiberbootenabled is already set to 0. When Fast startup is set to enabled in power options, Hiberbootenabled gets set to 1. So I'm back to trying to find a way that actually disables Fast Startup permanently even when a user has hibernation enabled or the option to. Since I disable hibernation using a command prompt, I don't have this issue, but would be nice to find a good all around solution...
