Okay so I want my file downloads to be dumped directly onto my desktop.   "Save as" seems to have totally disappeared in Windows 10 lately and I don't like it.   So a second best would be to just make them go to my desktop.   The help info says this:
 
Navigate to the "This PC" and open it. Right-click on the "Downloadsfolder and click on the "Properties" option. "Downloads Properties" window will appear on the screen and click on the "Location" tab. Now, click on the "Move" button to change the default download location and click on the "Apply" button to proceed.
 
First of all, I do not have a Downloads folder in the "This PC" page.  It exists solely at /users/USERNAME/documents/downloads   
 
Secondly bringing up the properties window for downloads has no "Location" tab, let alone a way to change the default download location.   I tried moving it, but Windows just recreates it again in the documents folder.
 
Anybody know what is going wrong?

Change download location in the Edge -> Settings -> General Settings..That's all.

Right-clicking the actual folder won't work. You need to right-click one of the shortcuts... By default one should be in "This PC", another is on the left navigation/explorer pane, and a third is on your start menu. 
 
If you can't find one to right-click, then we can fix that by going to "This PC". At the top click "View", then go to the Navigation pane button and enable it. A directory tree / explorer pane will swing out from the left side of the window. In it will be the "Downloads" folder that shows a blue down arrow.
 
Right-click that and select properties -> Location tab. From there you can change the entire OS Download directory to any location on the computer, and all installed apps will default to it. Much easier than changing every single program's individual settings.

Thank you. But did you know there's a second version of Edge? Like when you install Windows 10 it comes with the default one, but the newer version I needed to go online and download it. The settings are different to navigate.   For example to get to the download location its directly in the main ... menu now and is it's own option, seperate from settings.  Either way you steered me on the right path and I found it   , and even found the option there to re-enable "save as"

Glad to help and that you got it ..I did have the newer version but went back to the old, for reasons..But yeah, download location/options will always be in the browser settings, it's not any Windows setting.

When Windows 20H2 the second annual not so major update gets released next month Edge HTML or now known as Edge Legacy will be replaced with Edge Chromium going forward.
So no one will need go online to get the new Edge after that.
 
I recently dumped Internet Explorer 11, I just never used it so why keep it .. hell addition to that nuked Adobe Flash Player too.

Nostalgia causes me to hang onto stuff like that lol.   I really hope chromium has a lot of the IE features that disappeared with Edge.   I used to love killing images and video and having a snappy fast browsing the net experience.

Oh I should add I no longer have a "Desktop" folder.  It has been renamed to "Downloads" lol. I hope this doesn't cause any system problems?

Yeah I too have had a long running with Explorer but there's a point with stuff like this you just got to let it go as they become to much of a risk. To many ill-natured havoc causing internet users and/or foreign actors.
 
Edge dose have a IE Mode but might not be what you're looking for.
