I'm on my second one now and it's still just buzzing away like crazy. It's far louder than the fans in my computer and it's something I definitely cant deal with.
 
Is this a common issue on these cards or am I just getting unlucky?
 
So far I've tried:
-Using a line conditioner
-Using different PSUs
-Using 2 seperate PCIe cables instead of 1 8+6 cable
-Using a different surge protector
 
My main PSU is a Seasonic 650 Focus+ Platinum

2x16 Crucial Ballistix 3600

Both..Well, let's just say it's not 'uncommon.'

Enabling Vsync in the NVIDIA Control Panel or the in-game settings might help..Or, setting a Framerate Limit in EVGA Precision X1.

You could also try moving the system to a different location in your home or just test the card in a completely different  PC to isolate the problem and determine whether the whine is inherently part of the card or not.

I tried plugging it into a different outlet and got the same result. I put the card in my wife's computer and it does the same thing. I think it's just an issue with the card, at this point.

I have a 165HZ monitor. So, that kind of defeats the purpose of why I bought this card in the first place. I appreciate the suggestion, though.
 
At this point is there anything I can do outside of;
-Exchanging the card for the third time
-Stepping down to a card with a lower TDP and hope that it doesn't do the same thing
-Trying to RMA through EVGA
 
If its not an issue with my setup(which it doesn't seem to be), how bad are the odds stacked against me? Is it even worth trying to cycle through cards and possibly getting my amazon account banned?

My 2070 Super XC ultra also has coil whine, its something that just can happen with GPU's even if it can be annoying

I've had coil whine in the past that I would normally just stress test the card for a few hours and it'd help reduce the whine during regular usage.
 
I only hear my black edition card spin up when I'm really pushing it to the max.

Some people have said sticking a thermal pad over it can help.......

Taking the heatsink off the card voids the warranty, right? Also, I don't know which part is making the noise. I know it's an inductor based on the noise, but I don't know which one.

You could cap the FPS.  Anything higher than 100/120+ causes coil whine for some GPUs.

They're not wrong though. That's the problem with an issue like coil whine and why most manufacturers don't cover it under warranty. It's actually kind of amazing that EVGA will RMA for coil whine.
 
There's a million different combinations of hardware or electrical issues that can cause it. That's why I made this thread, because it's really hard to narrow down if it's an issue inherent to the card or something else.

Buildzoid makes great vids. I watched his a couple of his video when I was picking out a motherboard, because he does insane deep dives on power delivery.
 
It looks like in Steve's tear down video that the 2070S uses the components that buildzoid said should be quieter.

I'm fortunate enough not to have any on mine. I had some on my old 760 FTW when I first got it, when overclocking or under load gaming, but the last 3-4 years I haven't heard a peep from it that I recall. It still works, but it's retired now. 
 
Just a thought, and I'm sure it has been mentioned, but that's basically from power delivery iirc, so it might go away just replacing your PSU. I've had the Nova G2 750W for a couple years now; before that I was running on a Cooler Master. This was my first really good PSU, and just looking back, it's possible the whine disappeared when I rebuilt the system and put it in. Chassis changed too, but the PSU was the major hardware change at the time.
