PSU or Motherboard or Both.
We need all your Info on your Hardware Make Models and age of Power Supply.

What does the inside of the PCIe Slot look like? or are you running a PCIe Riser?
What are you running when this happens?
Are you Mining?

Show us a picture of the other side of the card. Show us a picture of the motherboard pci-e slot as well as a picture of the backside of the motherboard. How old is your power supply?

sad thing is it would be hard to trust any of it after doing that   unless ''YOU''  pulled the card from the slot under power and caused a arc breaking the contacts / connection between the card ''golden fingers'' and the  contacts in the slot ????

for me ??  kinda look at mother voltage regulation powering the slot that powers to the card ???  still  your drawig straws on what is the fault for that  ? put a new card in and poof same thig   change psu ?? change mobo ?? and still any arrangement of replacement one at a time could put you right back in the same boat  .    in the end all you can do is what you feel is best for you

It looks like a point of insufficient contact for the amount of load placed on it causing it to arc. Another possibility is residue or splash from a nearby Capacitor or other component that failed in an explosive manner.

''like a point of insufficient contact''
good point
ya, I all most put that in my post under  quick edit and got distracted ..     like a poor/ loose contact between the card and the slot could be a defect in that slot ??   . still the damage is done  . you may get lucky and clean the card  if its not to blame ?? [ soft cloth and rubbing compound may clean the burnt off ]    like I say its all a risk to keep using what ever now

A pink pencil eraser is abrasive enough to clean any corrosion or tarnish from a contact without causing any damage.

loose contact = Heat as others have noted

Three  most likley causes:

1) Though it does look more like an arc to me in your photo -- like maybe the GPU became partially unseated under power
(always unplug PSU and discharge the capacitors before removing any MB component, with PC "off/ shutdown" there is still power to MB)

2) Could also be the PCIe contacts are not squeezing the GPU firmly for an unknown reason

3) Way too much amperage tried to go through those contacts

If your still under warranty I would contact EVGA ---> and NOT touch it

Check warranty status by serial number  https://www.evga.com/support/guestregister.asp

If your not under warranty, you could try the pink eraser cleaning
--> however I use a standalone eraser stick - pencil eraser are mounted in metal tube, which "could" cause damage if it strikes something

Then I'd test in a different PCIe slot if your MB has one.
There is no easy way to clean the contacts inside of the slot if it looks as bad as the card.  Industrial contact cleaners exist, my experience says your beyond what that could do - try if you want to - just make sure it is Dry before testing

If the GPU card is faulty, you are taking a risk that if the MB is not already damage -- and the GPU is the cause of the issue -- that you could cause damage/ more damage to your MB

i think you are right, i didnt pin down the card and it was "hanging free" from the slot. here are a few more pictures of the situation.

now, what can i do?

Pics are unreadable. Try opening the 'Full Version' and then attaching the images from your PC instead of using Photobucket.

Back to your original issue with the GPU I would try it in another PC to see if it still works. If it does work in another PC then your PCI-E slot in the motherboard is shot and you'll need to request a RMA replacement to get another motherboard under warranty. Having the video board loose and wobbling back and forth caused the connection to open up while under load and caused the arc.
