I figured it out!!
The problem was I was using a 4K monitor and apparently the BIOS has no idea what to do with that so it just displays a blinking cursor! If I use a 1920x1080 pos monitor the BIOS comes right up.
Haha I hate to think how many hours I spent messing with this.
That's worrying, I hope the issue doesn't occur with newer EVGA boards.

No, it's an issue with older boards which don't recognize some display types when booting. Really unusual though. I'll have to file this away.
