Help Please with Build

Have been gone for awhile from anything computers. I'm looking at building a computer for my mother in law. It's for basic use sometimes live races and little things. I know I'm not looking at real low end but I'm also looking at longevity. The low end budget builds I see slow down faster than slightly higher end budget. I have a build in mind but not sure if there is better quality for the money. Everything is Canadian money. Looks like I'm between Canada Computers and Amazon. I'm not sure what to do with graphics Onboard, old 470 I have, New. Case is due to the fact they still use a cd drive. Cooling is just an idea. Not sure if the price diff in 8700k is worth it in this case.  Any input is appreciated!
