HWiNFO64 Questions

In the image below I have underlined the CPU Package Power. How do I interpret this? Being an i9-7940x do I take the value and multiply it by the number of cores? In this case it would be 19.518 (average) x 14 (cores) =  273.252w being consumed by the CPU - or am I doing it wrong???
 
During Prime95 I have seen averages from 44-50w. Have seen peaks as high as 70w

    I think that's not true, my CPU Power is 13W to 65W depend from usage.
    You keep PC in idle on Balanced?

    Windows power setting is set on high performance not balanced
    I had just started the system up to take and edit / post that screen shot so things were not warmed up
     
    I not sure I believe that the total power draw for all with all cores (all 14 of them) at 4.3ghz (avx setting of 3 knocked off my 4.6 multiplier) when running Prime95 is only a 45-50w average
    In comparison to my GPU pulling a peak of 330w on a run of Superposition 4k - as reported by HWiNFO64
