Like I said in the title everything is brand new put together myself.
Gigabyte b450m ds3h motherboard
evga 1660ti xc black GPU
ryzen 5 2600 CPU
2x8gb corsair vengeance lpx
wb blue ssd 500gb m.2
I have all windows 10 updates done im on the 1809 build. I have my bios to the current new version, My motherboard chipset to current and my gpu drivers are current. The windows install is brand new and sfc scannow sees nothing. I have tried another hard drive and another GPU and I still get the same error. Im stumped. Need help please!!??

Make/model of psu?
Try underclocking the card to max negative values on the core & memory using msi afterburner. See if that helps stop the error.

underclocking all the way didn't help even with dropping the games quality and resolution to practically nothing

No the CPU is fresh out of the box this model im pretty sure is not. My ram speed Is 2400

I only see 2 available for my GPU on the EVGA website and it happens with both 419.17 and 419.35

Ok, next suggestion would be to try the card in another pc to see if it acts the same way in another known good working system.

well I have tried another GPU all together I previously had a gtx 970 and even with that card and correct graphics drivers I continue to get the error.

the 970 was working fine when I removed it from my older rig. considering I am receiving the same error with both cards I feel I could rule that out.

it seems to point towards directx but that should all be in windows updates

this is the error no matter what game. Sometimes its right away sometimes its 20 mins in.

If you don't want to try testing the card in another system then you're left with only a few more options...
#1 Try the card in another pci-e slot.
#2 Check cpu socket for bent pins.
#3 Reset bios to default settings/update motherboard bios.
#4 Reinstall windows.
#5 Try another cpu.
#6 Try another motherboard.

after putting the card in my older system it works fine. Things are slow because of the older processor and mobo but it works.

Something is clearly wrong with your new system. You'll have to go through the above list to figure out the issue.

Yeah, my next idea is motherboard. My ram seems to check out fine with tests. I tried going through bios and making sure there isn't some setting im missing

So, Going into bios I enabled an option called 3DMark01. I am now in game on high settings seemingly running fine now for about 15 mins. I will let you know if that changes. Everything I have read kinda suggests that would have no impact.
