I just replaced my 1060 with this card and on the first boot the second windows boots the fans spin up and I get a black screen, Ive tried reinstalling drivers, reinstalling the card with different pcie cables, anything else I can try or should I look into getting a new card?
I also have an i5-7500 with only a 500w psu but the coolermaster calc says I should only need 460 watts

Try a different psu, or try the card in another system.

What OS ? Windows 10 64 bit Which Nvidia driver? The latest 398.36 What was your previous GPU / card ? Gtx 1060 How old is that PSU ? Around 1.5 - 2 years Which model of 1060 ? Zotac 6gb What output / cable type GPU to Monitor ? I've tried both displayport and hdmi What monitor ? I don't have the model off hand but it's asus 1440p 75hz Is monitor set to Auto select the correct input ? Try manual adjust the monitor for correct input Not set to auto adjust I select the input manually
to update drivers, use safe mode with reboot
I have done this and after reboot it will boot into windows and work for a few minutes then crash and the fans will go crazy after the driver's are installed it goes right back to crashing on first boot

Simply shutdown the pc, unplug psu from wall, hold case power on button for 30 seconds, flip the vbios switch on the card to the other position, plug psu back into wall and fire up the system. The vbios switch can be located just to the left of the dual 8-pin power inputs on the card.

My 1080 FTW hybrid does this sometimes on initial startup. It takes about 5 minutes for the display to come up. I have to run my other screen off of the iGPU for start up and bios. I have checked a lot of stuff in bios but still can't figure it out.

The sc doesn't have dual vbios. Can you reproduce the issue in another system?

Just take the card to a local pc repair shop and ask them to fire it up for you.

Well an update I got the card running normally in Ubuntu using the nouveau driver but if I install the nvidia drivers then it crashes again, I haven't tried any games yet but the fans are spinning normal and has been working for about a half an hour
