Graphic artefacts in The witcher 3

Hello. Immediately sorry for my English.
I have a problem, when i minimize the fullscreen game "the witcher 3" and reopen, i get artifacts while the game has a black screen, as soon as the image appears, the artifacts disappear.
this only happens when the game unfolds. in windowed mode, the game unfolds so fast that there are no artifacts. 
I tried to record video using the application, but no artifacts are visible on it, there is just a black screen
a little later I will show you the video from camera, how I will be at home.

I tried to offset the frequency to -200 MHz and -100 MHz memory, it had no effect. 
my temperatures are maximum 75 degrees on one videocard and 65 on another.
cpu have max. 77 degrees 
 
My config.
x2 1080ti ftw3 evga in sli mode
cpu ryzen 9 3950x
motheboard gigabyte aorus x570 ultra
CPU Cooler Noctya d15
x2 m.2 nvme ssd.
x1 sata ssd
x1 sata hdd
I have a large computer case with 7 fans installed (pure wings 2)
Power Supply, enermax revolution 87+ 1000w
And i have 2 monitors with 4k resolution

Is the video card dying or is there a software bug?

    Hello and Welcome to the forum 
    Thanks for post full PC spec and others 
    Is your NVIDIA Driver installed latest driver?
    What software are you using either MSI Afterburner or Evga?
    I more surprise your GPUs temperature are very good! Maybe it your driver issue or if you can try reinstall NVIDIA latest Driver again but before make sure you have default overclock back default setting and close the program then try reinstall NVIDIA Driver with perform clean install in tick box when NVIDIA Appear setting menu.

    to get good temperatures, I installed a 90 mm fan between two video cards and i download evga pricision and set best values ​​for cooling than they were by default.

    maybe it is game that the witcher 3 got issue? I don't have this game but I have my latest Nvidia driver here so far good driver with all my games no issue!

    Today I will record a video on my camera. while the problem is only in this game, I did not have time to try other games. 
    this problem does not interfere with playing, but it is when deploy the game

    for example, if make the resolution of the game 1920x1080 then the game unfolds faster, and artifacts disappear, I think they just do not have time to appear

    MMm must be this Witcher! If you try test other games if there no issue then you know the Witcher is issue!
    Maybe you can find this Forum from NVIDIA Forum

    In my experience you can minimize The Witcher 3 without any issue.  There was a hotfix for 441.87 in the last Nvidia patch that you may be experiencing.
     
    It looks like you've already posted on the Nvidia forums.  You should be able to get a link to the hotfix there.

    I'd say if this is only something that occurs when you're switching in and out of a game and there's no other issues, this is simply an artifact of your monitor and how it handles resolution changes. If you're not having actual in game issues, ignore it. I get this every time when the desktop switches resolution to 4K during boot I get a scrambled line across the screen and sometimes wonky things happen when I alt-tab or use the Windows key in games. They all behave differently. Again, if this is your only issue and games and everything else is working, ignore it is my advice.

    I watched your video, it does not change my answer or my advice. That looks exactly like your LG TV is causing the artifacts when it switches to 4K. Are you running your desktop at 4K? The one thing I might suggest here is trying a different HDMI cable. That might lessen it.

    Sounds like a bad monitors, bad display cable, or bad gpu outputs.

    Are both displays the same model? When you play the game, the system resets the scaling to 100%. When you switch out of game, scaling is set back to 150% for the desktop when you are at 4K. You've stated it doesn't happen at 1080p when you're using 100% scaling on the desktop and the game. And of course the most important point, it doesn't cause you any issues except visually for a second or so. We've already wasted far more time discussing this than you have actually spent experiencing the issue.

    Yes, before, my game was unfold faster in fullhd, and there was no problem. but on the video YouTube what I wrote down, artifacts also appeared in fullhd
     

    I found out that if disable sli in nvidia settings https://prnt.sc/qurbro 
    then the game unfolds very fast and no artifacts

    Great. So you're going to spend the rest of your time trying to figure out how to make a non issue even worse. We asked you a few simple questions. Could you focus on that instead? Your reply was to further muddle up your system. I give up.

    do not understand why. But a rollback to past drivers did not work. now when I deploy the game I have 1 minute delay in sli mode

    When I start the Witcher 3 at 4K, I get about 5 seconds of stuttering/freezing of the screen until it settles into a steady FPS. I don't get artifacts. You get artifacts, others have different glitches when the game starts. I spent about 5 minutes on it because it does not affect the game play in anyway. And there you are.

    Tested different games, I have no problems with artifacts. but there is another problem. I have a freeze games every 20 seconds, but my fps all time 60. what could it be ?
