So, guys, I pre-ordered an EVGA RTX 2080, day one, with the intent of installing it in my current PC.
The only problem is, as we get closer to the release date, I've suddenly been desiring a new build, even though my current build functions just fine, since it's mostly been used lightly since I built it at the tail end of 2014. I don't get a lot of time to game, but I did build it to last. The only thing holding it back now are the 2x GTX 780s in SLI.

If I did decide to rebuild, I would wait for the Intel 9000 series, but I am hoping to be brought to my senses.

My current build is as follows:

Mobo: ASUS ROG Maximus VII Hero
CPU: Core i7 4790k water-cooled by a Corsair Hydro H105
GPU 1: EVGA Reference Nvidia GTX 780 3GB
GPU 2: EVGA Reference Nvidia GTX 780 3GB
RAM: 16GB (2 x 8GB) Corsair Vengeance Pro DDR3 2133MHz
PSU: Corsair HX850

I know the 4790k aged well as a CPU, but would I really stand to gain something by upgrading now? Or is it a better investment to wait until my other parts actually show wear? I am not even super picky, and I know some games are CPU heavy, but if I don't get a substantial performance increase across the board, moving to a 9000 series CPU and DDR4 RAM, I'd consider it a waste of money. Also, I should add that I plan on getting a ROG SWIFT PG27VQ to go 1440p and to gain G-Sync as an upgrade to my 1080p non-G-sync monitor.
What do you guys think?

Per NVIDIA reps, they recommended more cores, the better. Should the user have six or more cores, they'll have the better experience. Their test system had a six or eight core CPU. Since you said Intel - 8th Gen 8700 or higher is recommended. And, 9th Gen is a plus.

I don't have any comment on the ROG Swift upgrade. Maybe a few people with G-Sync monitors can chime in.

Yeah, I did read that DICE was using core count to optimize Ray Tracing for BFV. I haven’t read about other developers doing that, as well, yet, but if it turns out they don’t follow that trend, it’ll give me more reason to wait.

My main goal now is to maintain high, smooth FPS at 1440p, G-Sync, enabled.
For reference, I’ve compared 1080 Ti 3DMark scores between systems with 4790ks vs 8700k, and seemed to see only 3-10FPS gain, depending on the the benchmark. At this point, if that’s what I’ll gain by upgrading my entire system, it’ll be a pretty bad investment.
Ray Tracing is awesome, but I’m more excited to see DLSS and other deep learning techs improve my performance.
I’m hoping I can hold out for the Intel i7 10 series, honestly.
