Driver is working fine for me in games and normal pc stuff (not folding currently)

Uninstalled XOC.  DDU'd.  Installed new driver.  Set Nvidia Control Panel to 'performance mode'.  Restarted.  Installed new version XOC.  Restarted.  CPU and Memory clock speeds drop to power saving mode as soon as I launch Precision XOC.  Why?

it seems nvidia drivers are getting bloated, i wish they had a core release that didn't have all the extras.
