GeForce GTX780 Not Working Need Some Help - Broken or Incompatible?

Hi, I'm not very computer savvy very much any more.
I bought a GeForce GTX780 on eBay (and maybe that's that issue) or maybe it's that the card is incompatible with my desktop. I'm just not sure how to tell.
 
when I put the card in, the fan turns on, but the monitor doesn't get a signal via the HDMI port. I have a brand new ASUS 28" 4k monitor.
My tower is a little older, but can someone help me find out if the "specs" are incompatible and I should return it?

I bought the PC from MicroCenter 6/30/2020. I've upgraded to 32GB of RAM

    What are your specs? Fastest way to confirm the card is faulty would be to try it in another known good working pc.

    An AMD Ryzen 3 2200G has it's own Radeon Vega Graphics..The BIOS might be set to exclusively use that and not the GTX 780..Clearing the CMOS should return it to automatically using a graphics card if one is detected in the PCIe x16 slot..Clear CMOS (usually with a jumper somewhere) according to the motherboard manual, or unplug your PC and remove the motherboard CMOS battery for 5 minutes.

    Worth a shot.
     
    Otherwise, try another card in it if you have, or try the GTX 780 in another PC as suggested above..You could take it to a PC shop for testing, shouldn't cost much or take long.

    I have a GeForce GT1030 2GB in there now and it works fine. I wanted to go to 4GB. I do a lot of Lightroom and Photoshop work and wanted a little more power.
    Maybe this card is a dud.

    If there is a setting in the BIOs for a legacy mode you can also try that.
