I just bought the 2080 ti that came with hydro copper on board. I am having massive heat build up when I try to play any game (Doom: Eternal and Wreckfest for examples) crank everything way up and up and no matter what my gpu heat just climbs to inevitable heat crash (95c+). Runs GREAT for about 5-10 minutes. Im no computer genius and any guidance would be appreciated. 
Asus 990fx mobo with amd vishera (octo/six core) just under 5hz. corsair h100 cpu radiator
16gb sniper gskill ddr3 2300 (was at 32 but had a stick die)
2x samsung 500gb ssds
1300w evga supernova psu.
my case is clean and cool.

Presumably speaking, you need a custom cooling loop.  If you don't know what that is, return it for a Hybrid (all in one loop no parts or maintenance required) or stick with air.

Well you would need a radiator, fans,  pump or pump reservoir combo, fittings and hoses to make your own custom loop. A case with all the space available to install said custom water loop or as previous post says just go to a hybrid card that is maintenance free and has the water cooled feature without having to create your own custom loop. There are many guides out there and even in these forums somewhere I suggest you get a good read before you purchase anything.

So aside from the fact that he bought a card that requires a complete water cooling loop, no one is going to mention that he's running a 2080Ti with a AMD FX processor? Colossal waste of performance pairing that 2080 Ti with that CPU.

Didn't watch the video in its entirety. Just hope it mentions the part that most pumps don't like to run dry, and they aren't as forgiving as the video card.

my case is a corsair 730T with 3x 120mm fans, 2 in the front pulling in and 1 in the back pushing out. I'm using a corsair 240 radiator/cooler on my cpu occupying the top with unused space where cd-rom and other peripheral drives would otherwise go. I could put in another 240 radiator in front. only have 2x SSD's on a rosewill rack thats removable.

I recommend returning the Hydrocopper ASAP while you're still in the return window.
 
Then start a new thread in the hardware forum to get recommendations on a well rounded build or pre-built PC's.

What CPU/mobo would you suggest?




A Intel 9900K on a EVGA Z390 or AMD equivalent with 16 GBs of DDR4 RAM should get you started on the right path. 

Also, stick with an AIO (All In One) liquid cooling for the CPU since it's sealed and maintenance free.  I think you should work on the system upgrade with AIO cooling and than down the road you can take the jump to custom cooling. 
 
In the meantime return that GPU as already advised and take one step at a time.

As pointed out above definitely return the hydro copper can get a normal air cooled 2080 Ti or the hybrid. As for your CPU and memory, go with either a recent gen AMD Ryzen 7 or a Intel i7/i9 depending on your preference.

Sounds good.  If you start a new thread over on the hardware forum with what your needs are (games, software, storage, monitor resolution/refresh), people can recommend a system build.  You may not necessarily need a high end 2080Ti, you might be just fine with a decent 2080S and a system build around $2,000.
