Thats probably left over flux from the manufacturing process , totally common and not harmful to the card.

    The smell is also normal.

Its fine it will not harm anything as for the plastic smell its a new gpu so its just the fan. Any new product has that smell.

This could also come from the thermal pads sitting on the VRAMs. The pads are very thick and oily. They are much thicker than the integrated circuits, so they can touch the PCB and vias. As a result, oil could come through the vias (small metallized through holes).

You could take apart the graphics card, and verify this point. This won't void your waranty.

why make it simple when it can be complicated ????

Thermal pads are silicone based they are not oily maybe your thinking of the thermal grease on the gpu chip. As I said earlier I've never has any smells or stains on the pcb of any of my cards. The way I see it the op has two choices RMA the card as I would  or live with it.

+1    Contact Evga Support and advise them of the situation they may say it's ok ? they may not ?  Either way , should you have trouble in the future you will have it on record that there may have been a problem with the card from the beginning http://www.evga.com/about/contactus/

No. These pads are very oily. I took 3 cards apart recently while watercolling my rig, and my fingers where greasy after touchiong the pads. Then I avoided touching them for this reason. The pads made me think of sponges full of oil.

You can clearly see this on this other pic ; one of the cards was more oily than this one ; it's easy to see on anodized aluminium.

You can even see a little drop between the prints of the VRM, (bottom of the pic, 1st and 2nd red arrows)

I wouldn't worry about it if you aren't experiencing any performance issues. As long as it isn't a burning smell. If the smell is bothering you, or gets worse, you can RMA the card for a replacement, just give tech support a call at 1-888-881-3842. Or register the card to your account and open a support ticket.
