GTX1650 GPU fans aren't on and no signal is being displayed?

I just purchased a GTX1650 and the card does not show up in my bios. I've messed with settings and everything but it doesn't seem to work. I tried installing drivers for my card but there's an error saying that the graphics driver is not compatible with this windows and that it could not find compatible graphics hardware. It seems like completely dead card to me. I just wanted to see if anyone is running into the same problem. This is my very first computer and I really am starting to hate EVGA.

    No signal over all outputs? Motherboard bios fully up to date? Tried a different pci-e slot? Tried to power the card with a different pci-e cable? Does the card work in another known good system?

    I tried everything you suggested there except for putting it into another system. I've got nothing out of this card and I just bought it. I'll plug the card into my friends system and see if anything happens then. thank you for the response. I'm hoping its not a defective card
