Not sure if this is a GPU issue or case issue. Temporarily moving my 2 GTX 980 SC's over to a new build in a Corsair AIR 740 case from a Carbide 500R case they fit into fine.
I cannot get the PCIe board to fully seat into the slot. Tabs are lined up fine. I can fit an older AMD card in just fine. Appears the screw down plate is just a little to short for some reason. Anyone run into something like this before?

Looks like it may be the SATA ports on the Strix X370-F. The back of the card is right on them and I guess that's keeping the front from going flush...

Nope not SATA ports either. Got it squeezed into bottom PCIe slot and still won't go flush...

Well bent back panel a little and got it to go in flush. Hard to force screws in so hopefully card is still seated ok.
Not sure if its a problem with the case or the card but been a LONG time since I had problems with an expansion card not installing flush.

looks like the wrong standoffs  /too short  and causes the motherboard to be lower then the  rear panel slots for the card   looking art the pic's you posted ?   then you would think the  I/o opening  / shield would not match up  / fit correct as well   ??

    good luck

Case had the standoffs pre-installed. May take it apart and pull one out to compare it but everything else seems to align up fine including the AMD card that seemed to have a pretty identical rear plate in length but were talking only a few mm's issue since the bend only gave a tiny bit more space. None of the reviews on the case have ever mentioned an issue like this. Guess it could be a combination of this case and mb or just my bad luck and a manufacturing defect.

Video on first boot so guess card is still seated well enough. Still got a ton of work to do on it.

only other thing I have seen was what snapper69 said here in your corsair post   [ I was looking for the thread on the one I was recalling on that and found yours on that ]

and like the one guy said maybe just a bit out of whack   on motgherboard alignment   and why your needing to bend it to make it go  ???

heck you may of just got that 1 in 1000,000  cases that has a slight defect and causing this issue with it ..    guess your down to do what you can to make it right  and if not satisfied  rma / exchange it ??
like you say you don't see any guys reviewing any card issues  like from here  but you do see a few  came damaged from shipping that could ''bend thing out of place???

so maybe its just one of them things you ended up with on that card deal
    good luck

About 1 in 1000.000... I had exactly the same prob with my new card and my 900D. I didn't force anything. After a few minutes it corrected itself with a "clank". To be honest, I treat my stuff like a raw eggs.

ya, we all get something once in a while  that needs a little nudge in the right direction   to help make it good to go  .   if it don't help , then I guess ita a new addition  to the junk box [or now junk closet ]   lol....

a hammer, hacksaw, pry bar and blowtorch   can help make things fit  or just a swift  pounding of the fist or swift kick with 12d .. ''by gosh it fits now ''  HA! ...

    good luck  & enjoy
