Hey guys,
 
Tried a search and found some people with similar issues but no real concrete solution so I'm hoping with my specific list of symptoms and troubleshooting someone might have an idea.
 
If my GPU is plugged into the pcie slot, computer will boot, obviously the GPU is not doing anything.  If i plug in the left side (when its mounted in the case, fans down) 6 pin, computer will stay on/boot.  If i plug in the right side 6 pin (i'm using 2 seperate 6+2 cables from my PSU, which is a seasonic 80+ gold 750w) my system will not power on, and if i plug it in while the system is running it will shut down immediately.  I was given this card by a friend to hold me over until I can find a GPU @ MSRP as i'm not willing to pay double MSRP for one, so I don't have any previous conditions to compare to.
 
Basically what I'm trying to confirm is that my fear that my GPU is bad are warranted.
 
Thanks in advance.  I haven't done a PC build in almost 20 years so I'm not a modern day expert by any means.

It sounds like one of the VRM power MOSFETs have failed.  This is a very common problem on those cards.  If you take the cooler off, it is likely that you will be able to tell which one is failed based on heat damage.  If there is no heat damage, the failed one can be determine with measuring equipment.
 
They can often be repaired by replacing the bad power MOSFET.  An electronics repair place can likely fix it.  Otherwise, you can sell it used on eBay as a dead card, and you will likely find someone interested in buying it.

Thanks for the input Ty, kinda thinking something along those lines would be probable.
 
Cleaned up the board a bit.  Nothing seemed out of the ordinary other than the the part attached to R703 on the board (top right corner on the shot of the underside if its even visible)  Its a little crusty looking. uploaded some pics if you want to take a look.

Q22 is usually the MOSFET which burns out, and your Q22 does look a little funny, doesn't it?  It has a little bump in it, yes?  If that is a bump in Q22, you should replace Q22.

Thanks for fixing my links... not sure why they didn't attach right.  I can't feel the bump really, but there's def something there, its not an artifact of the photo. its a little shiny and looks like its raised slightly.
 
Also there are mumblings on the internet that the EVGA pci-e cables might be pinned differently?  I'm assuming thats BS.  If so that seems like a terrible idea.  I'm just making sure I don't discount anything as i'm using the cables that came with my PSU.

There are at least a dozen examples on this forum of Q22 burning out.  Yours looks suspicious.  Take those two independent observations into consideration.

Already fixed, that mosfet was the issue.
