so i know when the gpu isnt under load it SHOULD downclock to 135ish mhz. well once in a while it will when i boot my pc, reinstall gpu drivers, or reinstall precision. then ill load a game and it goes up to its base clock or boost clock depending on the load, ill close the game and its just stuck at its base clock and wont downclock.. whats wrong with it? ive tried numberous things and nothing works long term, only works until i load a game then its stuck. i have a gtx 970 ssc (evga of course) and a gtx 760 evga. the 970 being primary game gpu has 1 monitor hooked up to it and my 760 has 2 monitors, runs PhysX, and OBS. i have latest gpu drivers, latest precision update and im just not sure what else to try.. its not a HUGE deal but it triggers me when something that should do something and it wont do it.
