I have made an observation with my reference 780 sli cards and overvoltage.
At stock voltage and 107 Mhz gpu offset, they run at 1050 and 1063 mV and 1100 and 1113 Mhz.
The card with the higher voltage and the lower frequency has also the lower asic of 72.5%,
the card with lower voltage and higher frequency has an asic of 78.1
So thats normal and my 770 classified had the same behavior.
 
If i apply the overvoltage, the better card has 1187 mV and the other 2000 mV,
but now they both run at exactly the same frequency of 1134Mh.
For me this seems to be the only way to let them boost to the same frequency.
 
I checked this with windows 7 and windows 8 with exactly the same result.
So since we still don´t know how or why the voltage limiting works, it seems interessting to me,
that this is a way to let sli cards with different asic quality run at the same speed.
 
Maybe someone else with an sli could check this too?
 
And onother question, is it possible to apply the voltage automaticly with the precisionX profile,
or has it to be done manual every time?

As I was reading this thread I noticed in the screenshots of PrecisionX shown that PrecisionX was set to give priority to GPU voltage over GPU temp.
This could be 1 reason why you're not seeing the full stock voltage applied as I understand that the way GPU Boost 2.0 works, it will prioritize GPU voltage over GPU temp when voltage is selected so when the card is running GPU Boost will NOT give any more power to the GPU than is deemed absolutely necessary to run based on the graphics intensity levels chosen at the Nvidia driver level (AA, AF, TAA, etc) & the game settings level (if set at the driver level to use). The reverse is true when PrecisionX is set to prioritize GPU temp over GPU power.
 
No, I didn't get this info from any EVGA or Nvidia rep, I got this from a lot of testing of the Kepler line of cards (I own a EVGA GTX 670 FTW vid card w/ GPU Boost 1.0 & a EVGA GTX TITAN vid card w/ GPU Boost 2.0) on my box. Of course I'm currently using the TITAN..........
The Nvidia driver setting levels do have a BIG influence on just how intense GPU Boost will "boost" the GPU within the set power & temp limits in the BIOS as well as the game, it's coding & it's settings that is being run. The reason why the modded custom BIOS's "fix" this is due to the fact that they disable GPU Boost & set the GPU at the BIOS level to run to the max ranges regardless of the driver settings level but will still throttle the GPU if either threshold is exceeded. By setting the Nvidia driver settings to the max allowed in AF, AA & TAA & set driver to override the game settings this tells GPU Boost to boost GPU to full power & temp ranges.....whether the game settings can do it or not.
 
It is from all this testing that I am typing this post to put it out here that w/ the Nvidia Kepler line of cards, to determine if the card does have an issue doing what is said in this thread (and you're using the stock BIOS in the card), you really need to set the Nvidia driver settings to the highest settings (this tells GPU Boost to boost the GPU to the maximum ranges) & set the priority in PrecisionX to temp THEN run the card & see if it still doesn't boost GPU power to the max settings. If it does boost to the limits then the issue is a settings issue, if it doesn't then the issue is a BIOS setting issue (could be due to the GPU's ASIC quality) cause if the issue was the GPU you should be seeing the GPU defects coming into play (graphical issues, stumbling, black screens, etc.).
 
This is my suggestion to try.

Wait how is it that your max voltage for your GTX 780 is 38mV but my PNY GTX 780 reference design has a max voltage increase of 63mV

With my EVGA GTX 780's in SLI one card goes to 1200mv and the other goes to 1187mv both card's are reference model's and weird thing is the card that performs's best is the 1187mv card as it is  my highest overclocking card and also has has highest stock boost and has the best best assic quality than the 1200mv card.
 
I'm not complaining as they work fine and I do not game with them on max overclock as I had some power issues doing so but they have been doing fine but I still think it is a strange occcurance.

Thanks very much for confirming this so soon. So my theory that it's definitely a BIOS problem is correct then? Wonder why they did this, and who did it specifically.

I googled that BIOS and will look into other user reports on it. Doubt I'll flash a BIOS because like you that's dark water for me, and I'm sort of not looking to go into it.

If any STOCK BIOS GTX 780 users can report that they can indeed hit 1200mv with +38mv overvoltage, I would greatly appreciate it. Here's some screenshots of what's going on with my settings.

First we have +38mv overclock settings:

My 780 SC has the 1187 mV limit, but performs better than my friends card at 1200mV.
 
I am guess they lock certain cards to decrease the span of performance on the same model?

Currently running my EVGA gtx 780 Ti SC as follows:
1267mhz and 1184mw
 
I`m going +150mhz on the clock and +350 on the memory- i can go higher, but i don`T want to break the card. I don`t overvolt the GPU.
 
my i7-4820K is currently OCed and stable at 4.63ghz with Vcore at 1.28..
 
pretty pleased, but my passmark rating is still only 5200. Feel like i`m doing something wrong. GPU is getting a great rating, but my CPU is not.

You were absolutely right about the BIOS holding back the voltage. I have a GTX780 SC ACX and my voltage was capped at 1187mV. I flashed the bios to Techinfernos GTX780 OC BIOS and was able to reach 1212mV. That said I bumped my core clock from 1188 to 1222. Temps rose about 5 degrees Celsius.

Any more news on this?   I just discovered that my card (GTX780 SC ACX) only does 1161mv
I don't want to flash modded bios or do over-voltages yet.
 
How come not official response on this yet?  it seems pretty wierd! at least all card should do 1187mv.
