GTX 760 4GB SC stuck on 135 mhz base clock (low power state)

Hey everyone, first post here. 
 
I have been looking for a solution to my problem the fast few days but running into dead ends.
 
A few days ago I bought Destiny and noticed that I was getting super low fps (20-25) on lowest settings. Even though my pc should be capable enough of playing Destiny in mid settings. ( i5 4670k, GTX 760 4GB, 16GB DDR3, 700W PSU). I used precision X to then check my clocks and while I was gaming and the base clock was stuck at 405mhz and memory was 396mhz. at Idle it would go down to 135mhz base clock. Even after a fresh install of OS I was getting the same clocks. 
 
So my friend lent me his 2GB version of EVGA GTX 760 and on the same pc my fps went up to 81 on low settings. The gpu base clocks were also around 1100mhz. 
 
Overclock is turned off, I have tried many things from old threads I Found on this issue such as
- Changing 3D settings to Prefer Maximum Performance
- Disabling/enabling display adapter from device manager
- Completely uninstalling video driver and reinstalling fresh (I have the latest nVidia driver)
- Taking out the gpu and reseating it
 
Anyone else come across this type of issue?
 
I have also tried playing with gpu clock offsets to no avail...

 
PS. this gpu is supposed to have dual bios switch but I am no able to find the switch anywhere on the card.
 
Any help will be greatly appreciated at this point because I have tried everything...

    Welcome to the forums.
     
    If your card features EVGA Double BIOS the small SW1 switch location is in the link, back side of the PCB..The 1 switch is BIOS selector switch and the 2 switch is the lockout switch that prevents the BIOS from being flashed when it's in the ON position..Turn off your PC and flip the 1 switch to change to the other BIOS.

    What happens when you try to enable k-boost?

    Same clocks with k boost enabled
     
    Also weird because this article   states 760 4GB OC has 2 bios  
    I also see the switch portion on my card like the screenshot

    You'll need to rma the card. The article states 3765-KR supports dual vbios. 3765-KR is the 2GB card.
