GTX 580 settings mismatch

Hi I have two different flavors of the EVGA GTX 580.
Every spec I see for every version of the 580 says it is a  PCIe 2.0 card; yet, on two systems with PCIe 2.0 support the cards both report only PCIe 1.1 support (via GPUZ) and never move to 2.0 under load.

Is this is typical behavior? I'm trying to pinpoint this issue. Could the driver or video card bios/rom be causing this?
I want to be sure the motherboard isnt a problem. Though, two separate systems supporting PCIe 2x are reporting the same issue.

    I'd say the card is the problem if it shows the same issue in two other systems.

    I would agree if the bios is setup properly in each machine.
