Hello there
I've been using this GTX 1080 I got from my friend when he upgraded and I have an issue where no matter what I try I can't get the temperature of the GPU to go above 69 degrees and almost always stays at 65C. No matter what setting on any game I try or any benchmark I run I've never been able to get the temp to go up and higher than 69C and my frames will suffer for it. Never once seen it hit 70C a single time. I have a 8700k overclocked to 4.8Ghz and it's pretty much never running at 100% but the gpu is running at 100% while staying on low temps even if I have the fans set to 100%. For instance if I play Control on ultra settings I'll get about 10fps and the temp will never go past 65 degrees. My GTX 980 has no problem maxing out it's temperature.

Things I've tried:
Updating drivers
Stripping the drivers completely and then reinstalling them
MSI Afterburner and EVGA Precision set up in various different ways and with fans set to auto or 100%
Running the card with neither Afterburner/Precision
Using the card in a friend's computer (same issues)
Tried running games on different hard drives/ssds
Checked all my power options to make sure they were all set for performance
Redid the thermal paste on the card
The 1080 running poorly is still an upgrade from my 980, I'm just confused as to why I can't get it to run properly. Any suggestions would be appreciated.
