Hey,
I've had my 1080 for going on 5 years I believe and it recently started freezing up on startup.  Will boot and run normally in safe mode.  
Things I've tried
  • Cleared old drivers using DDU and installing latest.
  • Used the bios switch on card to try if it was any bios issue.
  • Moved card to another slot on motherboard.
  • Tired another card on PC that worked fine. (only used one of the PSU 2x6 cords though).

I haven't changed anything else hardware related on my PC in years.  I would normally just buy a new one as it has been 5 years but like everyone else I can't find one. 
Any help or suggestions would be appreciated.  Thanks!

    if your PC updated to Windows 20H2 or 21H1 ... you could need a BIOS update on your MB
     
    it happened on my X99 MB that is running 2 - EVGA 1080Ti FTW3 Hybrid cards .. kept crashing till MB BIOS was updated

    Have you tried launching bios and figuring it out from there?

     Just gave this a try and no luck after MB bios update.

    Artifacting (espcially in BIOS screens), freezing, and only booting while in Safe Mode (in which the NVIDIA Graphics Driver isn't loaded) are signs of a failed card.

    Solder cracking somewhere on the PCB will cause any/all of that..You can try disassembling it and baking only the PCB, with the GPU side up, which should reflow any solder cracking that might exist and then hope for the best..The 'oven trick' might fix it for a short time, or a long time, or not at all if there's a component failure

    There's lots of YouTube videos like this one about how to do it..I've baked cards that exhibted the same symptoms you described and fixed them..GPU chip side up at 200C for 15 minutes.

    As Bob stated - if the card is Artifacting in BIOS that is a bad sign. 
     
    With cards of this age we do recommend to replace the thermal paste and thermal pads but this might be a temporary stop gap and the eventual failure of the card might be on the horizon unfortunately.

    He tenido varias tarjetas con artefactos y he decidido usar la garantía ya que eso es signo de rotura. Espero haberte ayudado. Saludos
