GTX 1060 GB - PC does not turn on.

Recently spilled little water into PC. Didn't think it was bad until computer shut off soon after. At that point, unplugged everything dried what I could and left it overnight with warm air blowing. Next day, turned on with no lights on mobo but peripherals would light up (keyboard, etc.) but no fans/boot. Removed the 1060 and the PC would begin looping - all fans turn on as if it's booting then restarts.
 
I thought it was the mobo that got shorted so I installed another with everything else installed but PC will not turn on. Lights flash once on mobo then nothing - no fans. Removed the 1060 and PC was able to boot into BIOS only (guessing I need to fix the boot on the SSD).
 
I don't have another PSU to test, but could that be the only reason why it would not boot with the 1060 installed? Or does it sound like my 1060 is done for?

    What all did the water get on?

    Water entered from the top vent of the PC case. So I'm thinking the mobo and the 1060 since it's perpendicular to the mobo. RAM didn't seem to have any issue and I remember seeing some water on the power cable to mobo. However, new mobo doesn't seem to have any problems booting into BIOS and detecting everything - this is only without the 1060 installed.

    It does sound like the card is faulty, but is the bios on your new motherboard currently up to date? If no, update it to the latest version then try using the 1060 again.

    Just updated BIOS - that fixed the boot issue and I was able to boot into Windows instead of only BIOS.
     
    Turned off PC and reinstalled the 1060. Unfortunately, same issue - PC will not attempt to turn on. Mobo light come on for 1 second and turn off. PC becomes unable to power on until I reset the PSU using the switch on the back. Unplugging the power to the 1060, same issue. Uninstalled 1060, same issue. After resetting PSU, PC boots fine.
     
    Does this sound like my old mobo and this 1060 are now faulty? New PSU wouldn't resolve eh?

    No problem. Did you try to reset the cmos on your old motherboard to see if that would help correct the looping?

    Yeah, I took it out for about 15-20secs. Might not have drained it by pressing the power button but I can retry at some point. Bummed about the 1060 mainly.
