Not sure what the cause is, but the GPU fan runs at 18% constantly at idle..The slider will not even go to 0%..I uninstalled XOC, reinstalled, and still have the same problem..From my understanding, it shouldn't be running at all unless the temp hits 60c..The Power and Memory fans appear to be performing as they should..However, if I manipulate the power or memory sliders in any way, locked or unlocked, it will set a value of 18% and if I click apply, all fans will start to spin..Clicking default will return the power/memory fans back to 0% but the GPU fan remains 18%..I cannot even manually set a percentage lower than 18%
 
In Nvidia control panel I am running the "Optimal" setting in Power Management Mode
 
The attached pics are from a fresh reinstall of XOC with everything at default..

What comes to mind is that maybe the BIOS switch (near the PCIe power connectors) is in the Slave position..If it is, turn off your PC, flip the switch to Master and try again..That's all I have.

The BIOS switch was indeed set to Slave..Never noticed that before, but after the switch to Master and a reboot, I still get the same result.
 
I even tried to make a custom fan curve with no luck..For some reason that GPU fan wants to run..The other two fans act normally under the curve.
 
Not sure what else to do..I did notice that after uninstalling Precision and the C: Precision folder, the card kept its LED settings (and the gpu fan was still running).  Is there a way to completely reset the card and/or bios?  Maybe I didn't uninstall Precision correctly? 
 
I am also running Corsair Link, but did try to run the PC without Link running, but still get the same results.
 
I am a little confused as to what color the fan icons are supposed to be as well (icons right above fan sliders) - However, it doesn't seem to matter since I get the same no matter if the icon is blue or white.
 
On the flip side, the GPU fan does boost up in relation to temps and luckily is only staying at 575rpm at Idle...But alas, I know this not the way it is supposed to be!

Blue fan icons = Automatic fan control using the predefined curves or your custom curve
White fan icons = Manual/fixed speed
 
I would uninstall Precision..Reboot..Delete the Precision XOC folder in Program Files (x86)\EVGA folder which contains the profile .cfg files..Install Precision XOC again and start over.
 
Depending on OS, some Precision XOC .cfg files may be located outside the Precision XOC\Profiles folder and located in the EVGA folder..Delete those before installing Precision again.
 
Corsair Link has been known to interfere with Precision..Disable it from starting with Windows (either in the Link settings or Windows Task Scheduler) in or just uninstall it for now.

Well finally had a chance to tinker around and it looks to be a solved issue...
 
Not sure which one of your suggestions fixed the issue..so I'll say it was a combination of both as I followed both of your instructions :)
 
I did take my own step of reinstalling my nvidia drivers as well..

Now..after all the steps, the LED's on the card remained the same color..Which leads me to believe that once it is set in XOC, you need to reset it manually via XOC..is that correct?
