GPU and CPU Block RGBs Won't Sync

New system is up and running, but the RGBs on the CPU block for my CLC 280 refuse to sync with the RGBs on my 1080 FTW2. I'm trying to run them in Rainbow mode, but the cycling on the CLC 280 seems to be run faster than on the GPU. A full system shut down does not result in the colors sync'ing upon restarting the system either. I tried to get them to manually line up, by letting CPU block reach a certain color, quickly toggling Rainbow mode off, letting the GPU reach that same color as well and toggling Rainbow mode back on for the CPU block.

But since the cycle rate on the CPU block is faster than the cycle on the GPU, they never stay in sync. The GPU clearly holds each color slightly longer.

Edit: Forgot to mention, I do have "Sync with GPU" checked in Flow Control. It does NOTHING to sync them to the same color when using the rainbow/color cycle mode.

Second Edit: No matter what I do, fan RPM will not display in Flow Control and it will not honor any fan curves.
