GPU Core Voltage dipping to 0.00 and then back to .769 every so often?

Greetings,
 
                     It's me again noticing something I have never noticed before and wondering if it is normal or abnormal. So when my computer sits idle or while I am casually browsing forums or the net I will notice that the GPU Voltage will drop to 0.00 and then back to .769. Is this normal?

    The GPU core voltage is not actually dropping to 0.00 volts.  I can assure you that.  If it were a laptop with Optimus technology, sure, but with a desktop motherboard, no way.

    I use AIDA64 to monitor temps and voltage as such. I double checked with HWINFO and same result. I also noticed that the GPU clock and effective clocks would grey out and come back too. So both pieces of software are displaying the same inaccuracy.  I only noticed this after receiving my replacement 1300P+ power supply. It could have been happening before but I never noticed. It just concerns me a little.

    What is your monitor connected to?  Your video card or your motherboard?  Because if it is connected to the video card (as it should be), you know the reading is wrong, because you can see things change on your monitor during that period of time that the video card is supposedly off.

    Yes the monitor is connected to the video card and seems to be working fine. Every now and then I will see a flicker or slight image retention on screen when switching between windows. The image retention is quickly dispersed but enough to notice it.

    My EVGA 3080Ti ultra hybrid does the same thing 0.00 to .769.
    It goes back and forth regularly. I opened up GPUZ nd the voltage is constant at 12.04
    I just put a load on the GPU  folding work unit and it is constant at 1056mv
    It seems to work fine with no flashing or any other issues.
     
    x1 ver 1.26
    Win10 pro up to date.
    EVGA 3080Ti ultra hybrid connected w/HDMI cable.
    Asus x99 pro with an E5-1660v3 unlocked 8 core 
    2x8gb G-skill 2400
    Dell 165hz 2k monitor
