I searched and read, and searched, to me it looks like the drivers and control panel software has not been using the same terms as the info for the list of items in the product description. GPU Boost? it has to be the performance settings in the control panel, were it ca be set for maximum perfomance. The other settings I read for GPU Boost (must be) are for GPU boost seetings in Linux with line commands...

    What is the specific question?

GPU boost isn't specifically a thing in the NVIDIA Control Panel.  It isn't specifically something in Linux.  It isn't something specifically in a command line.  It isn't something specifically in EVGA Precision, MSI Afterburner, or some other overclocking software.  GPU boost could be affected by all of those things, but it isn't simply any one of those things specifically.  It is a set of parameters that are monitored and the card's performance level adjusts automatically based on those parameters.  The card will be advertised with a base clock (a minimum level of performance), but the card will typically boost higher as it determines it is able.

My RTX 2080 when its running properly runs far above the stock clock or the claimed boost as to be eye opening

I have an elite chassis so I am speculating that this is a perk of having high air flow to keep the card from overheating

The advertised boost is the minimum you should expect in the absolute worst conditions.

I have extreme air flow so my card makes it well above the stock speeds

I ran the Nvidia experience utility where you can enable boost. Only issue is my version of the carb, the plain Black Edition is not made for Bosting (much) soemthing about the -a chip in the Black Version of the card. That's fine. I get good performance considering my motherboard ig getting old and outdated.
