G5-0650 electric noise

The noise comes from the 650w G5 PSU and it sounds like a 3.5 inch hard drive being read/written. But I only have a m2 drive in the PC.
 
This noise is not noticeable while in BIOS. In the middle of Windows 11 loading, it starts and stays the whole time in Windows 11. Noise becomes loader when there is a little more load, for example, a window is being dragged around.
 
I tried the following but nothing helps:
1. Use power saver mode in Windows or Eco mode on the PSU.
2. Use a different power outlet.
3. Use a discrete graphic card (R9 380) instead of using the UHD630 in the CPU.
 
Anyone knows the fix?
 
The unit I have is defective?
 
Gigabyte Z590 Aorus Master
i9 10900K
2x16GB 3200 RAM
360 AIO cooler
1 TB M2 drive. No other drive
No GPU

    Are you talking about coil whine?  If so, then from what you are saying above, it is continuous when your PSU has any load.  Is this correct?

    The noise sounds like a 3.5inch hard drive being read/written.
     
    I also notice the screen became black for a second and comes back. This black blink could happen once or twice in a row. Not sure if the black blinks are related to the PSU.

    Plug the PC into another power outlet not connected to the same circuit as the one you're presently using. See if there is any difference.

    I just tried a separate graphic card to reduce the load on the CPU power input. Still the same noise.

    Power supplies can make coil whine. If you have eliminated your house's power and other computer components as the cause, consider replacing the PSU via warranty.

    If this is a newly built rig, try to check for loose connections ( all sockets, plugs and screws) and re-mount your AIO CPU cooler.   Check if the CPU cooler was mounted properly.  Be sure it touches the CPU's backplate (of course, with the thermal paste in between).  Tighten it properly.  If the noise is still there, then be sure where it is coming from before warranty claim.

    Just tried to check connections. The motherboard has two CPU power connectors and I tried both.
     
    I also tried Windows 10.
     
    Nothing works.
