Frame rate capping at 134 with XOC target of 144?

I appreciate this might seem quite minor given the issues others are seemingly having with XOC.
 
Why does my frame rate cap out at 134fps regardless of game when setting a target frame rate of 142fps in XOC?
 
Also does anyone know whether limiting frame rate with XOC is better or worse than MSI Afterburner with regards to input delay?

    I had already seen that but without knowing what the delay is with XOC I'm still none the wiser with regards to how they compare.
     
    Nothing in that link answers my first question either.

    First question: Most think it's the way evga has designed it to work.
    Second question: Haven't seen any testing done with xoc, so I couldn't tell you what the delay is.
