So if it is not showing up in Device Manager I assume you are using OBG for your display correct? Have you tried disabling OBG. Check what setting you have for IGPU Multi-Monitor and change it. Make sure PCIe is set for primary graphics. Just throwing out ideas.

Test it out with another PC if you can. Otherwise, contact EVGA and tell them it was DOA and that you'd like them to cover shipping this time. If a third has the same problem and you didn't test the card in another system, you should look at your motherboard or power supply as a likely culprit.

Modern motherboards have a CMOS reset button which will set BIOS defaults. If you have a cheaper board without one, remove the power cable from the PSU, remove the CMOS battery, then press and hold the power button for 30 seconds. Plug the CMOS battery back in, then plug the power cord back in. Boot up and you should be greeted by the CMOS checksum error asking you to confirm settings (which means that the BIOS was reset). That's how you do it if you are worried about the onboard graphics having no video once you set it to use a discrete graphics card and it doesn't work.

If you disable and can not get it to boot, reset your bios and it will reenable all factory settings.
What Arestavo just said.

Hope you get it sorted out. If disabling OBG and tinkering with BIOS does not fix it I would still not give up. Try to find a way to test it in another system.

His first GPU that was RMAed displayed with his current configuration. That lessens the likelihood that the BIOS configuration is incorrect.

Probably right but when I installed my 3090 it did not display initially. The card I had removed a week earlier worked fine. I had switched to OBG during that time. I cannot remember what I had changed in the BIOS when I did switch to OBG but it had to be reversed before the 3090 worked. My motherboard has DP and HDMI output for onboard. I remember I could not get DP working and had to change some stuff in bios to get it going. Whatever I did, which I cannot remember, was the cause of the 3090 not displaying.

In that case, I would follow the suggestions above before calling it.

I have to run errands for an hour or 2 so hopefully that will clear my head and i can come at this fresh and try any suggestions i can, i dont think i can put it in my old system though, i dont know if my old psu (corsair cx 750) has enough pcie cables to run it, or even if its a good idea to try running a 3090 on a 750 watt supply

It will be fine to just confirm if the card works. Heck even the EVGA Power Meter, after I plugged in all my components, processor, etc.. recommended a 750.
