Whichever one you can get first in the next 5 years of waiting...so might wanna consider intel cpu with ipu unless you plan to pay over 1000 euros for a 6700xt, let alone a decent rtx 3070

This also depends upon your budget, your motherboard and CPU, and resolution of your monitor. However you will not have a lot of luck finding any high end GPU for sale. The RTX 3080 is a good value but only if you can buy it at MSRP which is also impossible.

AMD Ryzen 9 7950X,  Corsair Mp700 Pro M.2, 64GB Corsair Dominator Titanium DDR5  X670E Steel Legend, MSI RTX 4090 Associate Code: H5U80QBH6BH0AXF. I am NOT an employee of EVGA

3080 will always be the best to get price/performance. But they are impossible to find at msrp.
