According to sources, the vulnerability in question resides in a Windows component known as crypt32.dll, a Windows module that Microsoft says handles “certificate and cryptographic messaging functions in the CryptoAPI.” The Microsoft CryptoAPI provides services that enable developers to secure Windows-based applications using cryptography, and includes functionality for encrypting and decrypting data using digital certificates.

Just got the update on two Windows 10 1909 machines. Both are now 18363.592. Don't have any info on builds for Windows 8 or 7

Just got the update on two Windows 10 1909 machines. Both are now 18363.592. Don't have any info on builds for Windows 8 or 7
Since Windows 7 support officially ends today then I don't know if such a patch will be issued for Windows 7.

This article says it is only 6 hours old - so not sure if this is an updated story about the issue or not..... https://www.techradar.com/news/microsoft-releases-critical-windows-10-security-update-which-doesnt-work but if your install fails or you have problems with it... go here .. According to Windows Latest, which has reported these problems, you can at least get around this issue by installing the update manually.
To do this, go to the Microsoft Update Catalog website, and in the search bar, enter in “KB4528760”, then click ‘Download’ next to the version that’s suitable for your PC.
Hopefully Microsoft will also fix any issues with the automatic installation of this important security patch as soon as possible.

Since Windows 7 support officially ends today then I don't know if such a patch will be issued for Windows 7.
Since support ended it might have made it under the wire but I wouldn't count on it. I would figure that more flaws will be found and Windows 7 will become a big target for exploits after Microsoft announces a fix for windows 10.
