Yes, it is important. You need air to move through the case to prevent heat buildup, even if you are not overclocking. The components are still producing heat that has to go somewhere, preferably outside the case.
If you are not overclocking, you probably can run your case fans at a lower starting speed and thus have a quieter system depending on your temperatures.
