Hello, the problem is easy to write : after I changed my RAM, my pc is quasi impossible to boot normally with 3200 Mhz
 
The spec for begin
EVGA X99 FTW K Bios 2.08
i7 6950X
(OC at 4,4 Ghz, Core at 1,300 V and Core Offset at +50 mV for a total 1,350 V)
Ring at 3200 Mhz (never more)
 
Old RAM : 
1 kit 2 X 8 Go Hall of fame D4-3600 (samsung B die)
1 kit 2 X 8 GO Patriot 3733 Mhz
Both was ok in quad channel at 3200 Mhz (15 19 19), but I had few... crash in video game, it was hard to found for what during a long time. I both a other kit 32 Go Kingston, for replace the patriot Kit, and I had no crash with the kingston. I choose to sold the kingston, and I bouth 2 kits 32 Go of Klevv for have the same RAM on 4 slots (and it was a good price too, 64 Go for 133 €)
 
New Kit ram 
2 kits 2 x 16 Go (total 64 Go) Klevv CRAS X RGB 3200 Mhz (16 18 18 38)
 
Old ram was ok at 3200 Mhz, the new RAM (Klevv CRAS X with 4 stick of 16go) function only at 3000 Mhz with no problem (3000 Mhz 15 17 17 35 with VSA offset between +350 to +370 mV) (at 3200 Mhz, I need put a VSA Offset at +500 mV, but that function just 2 times, and I have still few boot on the launch).
 
I trying with XMP and with manual settings, and I have the same problem at 3200 Mhz : infinite reboot (infinite reboot on the second video, on the last part of the video). 
 
I made 2 videos, but warning, is in french. But you will see the setting I have in the BIOS.

My question : for be at 3200 Mhz, what setting I need change ? For have a normal boot (press button => boot in one time, same all normal PC)

    What happens if you set the ram speed at 3000MHZ?

    At 3000 Mhz with the timing I have on HW Info, and with the VSA offset in auto (or +350 to +400 mV), all is ok. 
    For precise, when you have the VSA offset in auto and with RAM at other frequency than the base (2133 or 2400 Mhz), the auto offset apply a + 400 mV

    I'll take a wild guess and say that the problem is that the new ram with 4 sticks is overburdening the memory controller. If you had two sticks only in the proper slots this might work.

    I need try with just one kit, indeed (just 2 slots), but with the old ram kit (4 slots for quad channel, and with 2 differents brands of RAM, it was "OK"). I putting modification on the frist message

    It is possible the new ram and timings (4 sticks of ram) are too strong for the memory controller at 3200MHZ. See if 2 sticks in the proper slots works.

    Ok so, I just made the test : with only 1 kit (2 ram only, and not 4 ram), I have no problem for a normal boot.

    You may have to end up with two sticks at 3200MHZ for stability.

    OMG I founded ! now that function with 4 ram ! 
     
    the unplug and replug was the solution.... I guess it was dust on the 3 and 4 slots.... but is crazy !

    Good troubleshooting. First time I've heard of that issue happening.

    Yes I am agree, is a non sense.. for what that will function at 3000 Mhz and not at 3200 Mhz.... and just after unplug and replug it, tadam, all is ok. 
     
    So, is solved !
