When powered on, the three LEDs on the GTX1080Ti FTW3 temperature display turn green,
After a while, only the center LED blinks red and green alternately.
It does not turn blue either.
The monitor does not even show the login screen.
What do the red and blue flashing mean?
By the way, the monitor does not display even after replacing it with a GTX1080 FTW2.
Are there any possible causes?

Possible defective DP or HDMI port on the GPU.  Try a different one.
Bad cable or a non certified cable.  Get or try a different cable. Make sure it's a VESA certified cable.

I assume you're plugged into the GPU and not the onboard graphics if you have that option.  Usually a good idea to list your system specs.

The cable has been in use for several years, so it should be fine. I tried it on another PC and it was OK.
I am concerned about the switching red and green lights.
The parts are Z370, 750W power supply, 16G memory.
I have been using it for several years and recently the monitor stopped displaying during games.
Now I can't display it from power on.
I will ask EVGA support about the LED color. Thanks.

The cause appears to be a bad power link.
I used a different powerlink and it is better now.
I did a stress test and it is fine.
It seems to flash green and blue when the power condition is not stable.

Oh, you are using a power link? I would throw them away and consider them all bad.

Glad to hear you figured it out.  Would have helped to resolve this much quicker knowing about the power link up front.
