I am experiencing scratching noise only on system startup. It sounds like fans scratching but they really aren't since in regular use there is no noise. i narrowed it down to my 3090 FTW3 Ultra's 1st and 2nd fan. if i unplug those two fans the scratching is gone. if they are plugged in there is scratching noise on system startup. when i block the fans with my fingers only and start the pc the scratching noise is still there. when the pc is already running the fans can stop and start up again freely. I am so confused! any help would be much appreciated!

Okay i put the GPU now on a improvised test bench with a different mainboard cpu, ram and psu. issue is still persistent. and i discovered when plugging fan 3 into fan 1 or 2 header there is scratching noise. I can plug any of the 3 fans into Fan 3 header and there will be no noise. At this point i am 100% sure its not the fans themselves, its just kinda related to the fan headers. But its 100% the card itself making that weird noise. I also tested with both Normal and OC Bios, no difference. Is this particularly concerning? Do i need to send it in for repair?

yeah im pretty sure they're not brushing against anything, as the noise persists also with the fans not spinning at all, and of course i checked visually

Normally I would suggest putting a tiny drop of 3 in one oil where it can penetrate in the fan hub.  Since you're able to change headers and stop the noise, I'm not sure this would have any affect.

It sounds like a fan control electrical design or firmware design issue.
Personally, I would ignore it.
