I'm not sure what has happened, but EVGA ELEET X1 has stopped working recently (Z790 Classified, I13900K).  I have tried previous revisions too and all I get is a blank application (see picture), everything else seems to work.

Have you checked for Windows updates and tried uninstalling and reinstalling?

I am running Windows 11 and it is fully updated.  I have uninstalled and re-installed EVGA ELEET X1 multiple times and it does the same thing.

I installed the new BIOS and ELEET X1 worked for the reboot after installation... now it is back to displaying nothing.

Close ELEET X1, go into your AppData folder > Local > EVGA_Co.,Ltd and then delete any and all folders that have ELEET in them.  After, you can start up ELEET X1 and see if it fixes the issue.

Unfortunately that did not work.  As soon as the program is started up again the folder is re-created with the user.config.  I tried 3 times.

Yes, core isolation -> memory integrity is set to 'Off'
 
Are there any debug logs that would be useful?

Sure, any debug logs you have.  Please also include your OS, including build version.

Maybe try doing one more uninstall, clean the same folder out, reboot, then reinstall ELEET X1.  Make sure that no other monitoring programs are running.
 
Also, if you haven't, make sure you have the program whitelisted in your A/V and firewall.

Is UAC disabled? or set to never notify? if so enable it or set the slider to always notify
Have you tried to run with elevated privilege? as administrator? 
Do other applications work like hwinfo64, cpuz and gpuz?
Have you checked the event log for any errors or messages when opening eleet x1?

I have performed a clean install of the application, rebooted multiple times between installations.
I have tried all levels of UAC.
The app by default runs as Administrator, but I have tried forcing it too.
CPUZ runs fine as does hwinfo64 (see screenshot below).
The event log does throw errors (see entries below).
I don't have a lot of software installed on this machine the main ones are Quartus 17, Github, OBS, Davinci Resolve, all the silly apps to control fan speeds etc.  I have tried disabling every startup app but still the same.

Seems like something related to .net framework. .net 4.8 is installed on Windows 11 by default but maybe something is wrong with it. Search for "Repair the .NET Framework" Microsoft has some good articles related to .net framework health and a repair tool. 
If the .net repair does not help try running the SFC and DISM commands to checks and repair Windows. Make sure to check the event log again if anything changes after the above steps.
 
One other things, I see you said it did work after a bios update but stopped after that. Have you tried to just run with the default bios settings? I'm not sure what would cause it not to work settings wise in the bios but just a sanity check.
 
If it still does not fix it then I'm out of ideas short of a reinstall of Windows.

Thanks... the Virtual Machine Platform option did it.  I'm not sure how/when that was enabled/installed, but I really appreciate the perseverance from the EVGA team.  Thank you again.
 
FYI Hyper-V and Windows Sandbox were not installed as an option.

Uninstalling Virtual Machine Platform also made this work for me but removes the ability to use Windows Subsystem for Linux/Android.  Are there any work arounds or will this always be an either/or choice?

Great. I need WSL for work. Turning it off to use eleet x is a non-starter. Guess I'm not using eleet x.
 
And I bet we'll never get a near-term fix or workaround for this either.
 
I had a lot of brand loyalty for EVGA - you could sense the enthusiast passion; other vendors just reek of standard corpo and have lots of quality/reliability misses; always feel like I'm gambling when I buy from Asus, MSI, or Gigabyte (Asus ROG Strix 4080 OC needed a vbios update to work properly for me, had the card for days, non-functional, before the vbios update finally came out). I'm assuming all the silence surrounding EVGAs current operations or plans is because they are currently trying to shop their assets out to a buyer, which is why they are refusing to give firm answers to people asking about BIOS work (because they don't know what the buyer will be willing to do). Hopefully whoever buys their assets will continue software support and BIOS-update work on the currently-released motherboard models (until there is no sense in continuing due to age of parts). 
 
Is there an open betting pool on who they are going to sell to?

Why use this software anyway?  Just set up what you want in your BIOS.  I wouldn't use this buggy software.

It's nice to be able to tweak small things without having to interrupt my entire desktop workflow and session state. And I'm already not going to use it anymore because WSL takes priority for my work, so that point is moot.
 
Their complete and total silence on potential final BIOS updates is confusing, then. If they are shutting down 100% with no plans for customers to be able to service/replace products with valid warranties, they should just tell everyone asking to eff off and stop asking. They should do this formally instead of letting rumor-mills run around on X and Reddit. "support said this, but kingpin said that" ugh.
 
Also I didn't specify selling the brand name.
 
It's possible to go out of business and dissolve an entity/brand WHILE selling certain assets off, such as corporate trade secrets, board designs, patents (if any), work-product of any kind, intellectual property, etc etc etc. None of that need be labeled as "EVGA" in the future.
 
"Customer good-will" is also a commodity and is something you can measure and add to the list of assets to sell off to squeeze extra money from a buyer. That said, who knows if any other company in the market would want to buy their liabilities like warranty support etc. Kind of ****ty that I get various EVGA parts with 3 to 5 year warranties (10 year for PSU) and then a couple months later (after the retailer return periods on the products expire) the CEO apparently announces he wants to shut down the entire company rather than just the GPU side.
 
Someone like Asus or <insert-your-preferred-other-vendor-here> could buy the product line, customer good-will and warranty liability with the hopes of converting that good-will to their newer products later. If Andrew really wants to retire completely, they could do this at utter fire-sale prices, no doubt.
 
To put a finer point on it, it would be financially stupid for Andrew to wind up the business without a final attempt at a cash-out from an interested third-party of some kind and satisfying the customer need for future warranty support. It would let the EVGA brand legacy rest without ever having damaged their record of having the best customer warranty support in the industry. Going out and invalidating current warranties just feels like a total reverse of everything that made them good. I don't think I could make a decision like that with my business (not a hypothetical, I actually mean my business) unless I was legitimately going bankrupt, which doesn't seem to be the case here.
