3090 runs at 4x 4.0

PLZ Help. installed 3090 dec 12th 2022 in brand new system with asrock z690 13900k cpu 128 gigs 5200 memory. 3090 runs at 4x 4.0 with no other pcie devises. also tried swapping pcie slots and same issues. installed old 1070 and runs at 16x 3.0

    To clarify, this is while gaming or having a similarly heavy GPU load? Otherwise, while idle, it would be normal for a low link width to be negotiated for power-saving reasons.

    yes under load, also if i change card to 2080 runs at 16x 3.0. also putting 3090 in another mother board same issue.

    If the symptom follows to an entirely different PC, then the GPU is defective.

    Like heavy said, it may be an issue with the GPU.

    Look at the PCI fingers, and then the traces to see if you can spot any mission capacitors anywhere. They are tiny, so one may have gotten bumped loose at some point, which would cause a signaling issue.

    I was going to post that extraneous part about the caps close to the PCIe fingers on the GPU but... that would just get your RMA refused if confirmed unless you could prove it happened during shipping to you.

    If you manually set the PCIe to Gen3 (3.0) in the bios with the 3090, does it show 16x?  Are you using a riser cable?  If so, was the riser also used in the second system?  Just trying to rule things out.
