it needs to be 4k (else there is no point in getting a new one)
 i would like it to be under $1k
i would like an oled for better contract ratios  and colors i can use for art when drawing with my $500 tablet
 and ideally 144 hz ( a little more or less is ok but i dont need like 200+  and my secondary other monitor is 1080p 144 hz so it would be best to have them both the same
 ideally 1 ms respond time for gaming
 no bigger than 32 inches ( i am going to have a 2nd monitor)
 
i have been looking around but the OLED for art quality is kinda getting in the way of recommendation under 1k
 and most oled seem to be way too big

I don't think they make OLED's as small as 32" in your price range.  LG just released the C2 42" OLED a few months ago and its $1k
 
The Gigabyte FV43U looks like its right up your alley.. but I see you want a smaller version.  I have the 43" version and its nothing short of awesome.  My only beef with the 32" on 4k is that its hard to read.
 
With a 42"+ in a desktop viewing setup, your viewing distance really needs to be 3 ft +.  Keep that in mind when sizing a 4k screen for your desktop.  It might be worth actually heading to a local store to see the size/resolution in person.  Its also worth noting that the 43" version actually costs less than the 32" at time of writing

Got 2 weeks ago LG 32GQ950-B (32" UHD 4K (3840 x 2160) Nano IPS Display with ATW)
Native refresh rate 144Hz, overclock 160Hz, 1 ms respond time. HDR looks great in games. Very satisfied and can recommend.
New can be found under 1k. 
Smallest OLED is 42 inches, and it is over 1k.
