i have applied thermal paste at at a jobs when i worked in troubleshooting rack servers, and i have built a few computers so i am familiar with using the basic paste.
 but what i was wondering is if it applying liquid metal conductonaut  paste over kyronaut paste would allow my fans to run at lower speed and therefore quieter
 
 i dont plan to do overclocking
 my build will be the following

 as u can see. i am focusing on air cooled and quiet.
 my question is does it really matter in my case? if what i care about most is noise with no Overlocking
i have never applied liquid metal cooling before even if i have done paste frequently
 i know the conductivity while allowing cooler temps can also be dangerous and cause short circuits if misapplied
 
 should i  get condutonaut  to try to reach lower ( and quiter) fan speeds, or stick with kryo?

Using liquid metal on the stock IHS won't really net you much benefit if at all. Most people that use liquid metal use it after they remove the IHS from their CPU with a delidding tool. They use it to replace the stock indium based alloy they use to bond the IHS to the CPU die. Doing so lets them remove more material as the solder is thicker thus making the heat have less distance to travel through. After you remove the IHS you then have to remove the solder from the CPU die and the bottom of the IHS (unless you intend to do direct die cooler mounting) as well as remove the adhesive that held the IHS on. 
 
It's a whole process but most people will then sand the IHS flat as most CPU IHS are concave and then they will apply the liquid metal directly to the CPU die and then reattach the IHS. They reattach the IHS because if not it lowers the CPU Z axis height and makes mounting a cooler far more difficult and will require custom modification to your coolers mounting hardware or the CPUs retention bracket in order to actually contact the CPU without the IHS. 
 
TL:DR, no don't bother with liquid metal unless you intend to do it properly.

Liquid metal doesn't stay in place, you have to use special shims in many cases. Also it dissolves aluminum. And it should never be mixed with paste, it's very much not worth it for the average user. 


Have water, will cool.

The Liquid Metal also makes it so you would need to keep the computer upright at all time and never tilt it on its side. It does have a lot of negatives and while it’s cooling is better it does come with a lot of negatives.

huh?

It stays in the same place at all angles, if you don't have a drop of excess dangling. Surface tension keeps it in place.

I have it in one of my laptops, and it has been at all angles.

On non LGA CPUs you don't have to do anything but tighten the sink down more, On LGA CPUs you just remove the LGA bracket.... Not sure if I call that far more difficult...
 

 
It's not just as simple as removing the LGA bracket, when you remove the IHS it lowers the Z axis height of the CPU. If your cooler has standoffs for securing the cooler as most coolers do, you will not be able to fasten the cooler all the way down to make contact with the CPU die. You will in fact have to modify the mounting hardware.
